The Former President's Woke Warning Misses The Continent's Real Danger: Technological Decline.

The recent US national security strategy presents a flawed assessment of the European Union. The document asserts that open-border policies and what it terms "woke" policies pose an grave threat to European civilization. Yet, this argument is based on a fundamental misinterpretation of the situation. The true challenge facing Europe is not societal but economic and technological backwardness.

A Glaring Economic Divide Between the US and Europe

Statistics reveal a sobering contrast. Between 2008 and 2023, US GDP grew by 87%, compared to a mere 13.5% increase for the European Union. Over this period, EU GDP per capita fell from 76.5% to just half of the American figure. Strikingly, even the poorest US state now boasts a greater average income than several leading European economies like France and Italy.

Today, roughly 50% of the global 50 largest tech companies are American, while only four are European.

The Innovation Deficit: The Core Question

This widening economic gap is driven by superior productivity growth in the United States, fueled by technological innovation and higher total factor productivity. The landscape of world technology dominance is decidedly US-centric. Over the past fifty years, 241 US firms have scaled into enterprises valued at over $10bn, compared with just 14 in the European continent.

This gap raises a pressing question: As the competition for future industries like AI, semiconductors, and quantum computing, where does Europe stand? Experts widely concede it is essentially a two-horse race between the United States and China, with Europe starting at a significant disadvantage.

Root Causes of the Continent's Technological Lag

Several key reasons explain this innovation chasm.

  • Financing Ecosystem: The United States has a far deeper and more dynamic network for financing new ventures. Europe has yet to establish a genuine unified investment market, which caps the growth potential of emerging companies.
  • Bureaucratic Hurdles: Complex and divided regulation hinder Europe. A US startup can introduce a product under one regulatory framework to access a consumer base of hundreds of millions. The European Union, despite a larger population size, is divided among 27 different national regimes, creating huge internal barriers.
  • Mindset Differences: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, business failure was once met with penalties, whereas in the United States, it is often seen as a badge of experience.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in defense has eroded its ability in breakthrough innovation.

The Road Ahead: Grounds for Cautious Optimism

In spite of these challenges, one can find reasons for hope. European leaders are growing more conscious of the existential challenge and have started to propose serious reform. Key analyses on EU competitiveness and the single market highlight the need for sweeping changes.

With the right incentives and regulatory reforms, these assets might enable much higher levels of commercial innovation.

Europe retains significant strengths: skilled human capital, top-tier schools and universities, and world-class research institutions. Coupled with a large internal market and high savings rates, these foundations have the potential to trigger a surge of venture creation.

Importantly, even if the EU does not take the lead in developing cutting-edge technologies, it can still significantly boost productivity by adopting and adapting advancements from other regions.

A Critical Juncture

The European Union now stands at a critical moment. As the saying goes, decline often happens "gradually and then suddenly". So far, Europe's slide in innovation has been gradual. However, without bold steps to address its deep-seated problems, today's slow erosion could give way to a sudden and irreversible decline in world influence.
